How do we know what's missing?

Every handoff and every answer that needed a large edit is a hint that a page is missing or out of date. The gaps report groups them by topic and shows the closest page, so the fix is usually one new paragraph.

Reading it

Topics are sorted by how many questions they caused. Each one links to the questions, the closest page and the edits people made. When you change the page, the next week’s report shows whether the questions stopped.
